BackgroundFetch should give the user the ability to pause/cancel a batch download |

Issue descriptionBackgroundFetch's BatchManager will be displaying a visible notification instead of using the notification from the DownloadManager. That notification should support the ability for the user to pause, resume, or cancel downloads. Open question - if the user cancels a batch download but some of the files have completed, should those files be given to the service worker? Or should the user's cancelling be considered a strong negative signal and the files discarded?
