In chrome://inspect, blue focus ring is not seen for Port forwarding button on closing overlay by Esc key.

Chrome Version: 57.0.2987.54 (Official Build) e483b047ce7b13ffee6f490358cc7973a12599de-refs/branch-heads/2987@{#516} (32/64-bit)
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://inspect and press Tab key till focus is seen on Port forwarding button.
2) Now press Space key (Port forwarding overlay is seen), press Esc key and observe the Port forwarding button.

Blue focus ring is not seen on closing overlay be Esc key.

Blue focus ring should be seen on closing overlay be Esc key.

This is a Non-Regression issue seen from M-30 series (Chrome version: 30.0.1588.0)
