Regression: Unable to scroll 'Event log' tab of Performance via mouse wheel in Dark theme

Chrome Version:58.0.3012.0 (Official Build) 66847e854d3acd13965764bcbc72d38f455c463c-refs/heads/master@{#450199}-32/64 bit
OS : Windows (7,8,10), Linux(14.04 LTS)

Steps:
1. Launch Chrome, open devtools on NTP and apply dark theme for devtool (refer video)
2. Go to 'Performance' section, perform recording and click on 'Event log' tab under it
3. Hover mouse on scroll bar and scroll via mouse wheel, observe

Actual: Unable to scroll 'Event log' tab via mouse wheel after hovering mouse on scroll bar or scroll bar area

Expected Should be able to scroll 'Event log' tab via mouse wheel after hovering mouse on scroll bar or scroll bar area

This is regression issue, broken in ‘M 58’ and will soon update other info :

Good build: 58.0.2994.0 
Bad build: 58.0.2995.0 

Note: Above issue is not seen on Mac OS.

Has been fixed a while ago. The fix is in M63.
