Regression: Weird white patch appears below the 'View site information' bubble.

Issue description

Chrome Version: 57.0.2987.54 (Official Build) e483b047ce7b13ffee6f490358cc7973a12599de-refs/branch-heads/2987@{#516} 32/64-bit.
OS: Windows (7,8)

What steps will reproduce the problem?
1. Freshly installed chrome and navigate to chrome://history page.
2. Now restart the chrome by typing chrome://restart in omnibox.
3. Once History page is loaded put the mouse pointer on 'View site information' icon in omnibox such the tooltip appears.
4. Now, click on it to open 'View site information' bubble and observe.

Weird white patch appears just below the 'View site information' bubble.
No such patch should appears.

This is a regression issue, broken in M-57 series, below is manual regression range.

Good build: 57.0.2925.0
Bad build: 57.0.2:26.0

Note: This issue is not seen on Windows-10, Mac and Linux OS.

How consistently does this reproduce and how certain of you of that bisect?  Judging from the CL description alone it sounds unrelated (as do the other things in that range).

I cannot reproduce this on Linux.  Can someone try on Windows?  Note per comment #3 that it doesn't appear consistently.

With response to comment# 5: Retested this issue on Windows-7 machine using build# 61.0.3142.0 (Official Build). It's seems to be fixed and working as intended.
