Regression: [MD Settings] "View report settings" text doesn't get translated for Hindi language.

Issue descriptionChrome Version: 58.0.3013.0 (Official Build)1645e63d771e2ee049d465ce70bca163fd9f5bcc-refs/heads/master@{#450530} 32/64-bit. OS: Windows (7,8,10) What steps will reproduce the problem? 1. Launch chrome and change browser language to Hindi from chrome://settings/languages 2. Now, navigate to chrome://md-settings/resetProfileSettings?origin=userclick and observe. "View report settings" text doesn't get translated to Hindi. "View report settings" text should get translated to Hindi. This is a regression issue, broken in M-58 series, below is manual regression range. Good build: 58.0.3005.2 Bad build: 58.0.3006.0 Note: This issue is not seen on Mac and Linux OS. Kindly review the attached screen-cast for reference.

You are probably looking for a change made after 448808 (known good), but no later than 448809 (first known bad).
