What steps will reproduce the problem?
1. Create a New Google Sites site
2. Add 10+ pages
3. Try dragging/dropping pages to rearrange

What is the expected result?
The pages will rearrange

What happens instead of that?
The pages mostly will not move.

If fewer number of pages are used then it may intermittently work.  
Dropping to Stable 55 works fine.
