REPRO STEPS 
1.Click Settings icon from opt-in menu in shelf or menu in VK

ACTUAL RESULTS 
Languages and input page abnormal.

Note:
Not repro on clapper.
Will you please help assign to the related person, as it's a Chromeos bug(same issue repro if open it from system settings).
