Search results should appear more quickly

I guess chrome://md-settings is not yet at the speed optimization stage as it opens slower than other MD pages like History or Downloads, but I'd like to point out one weird thing:

1. restart Chrome
2. go to chrome://md-settings
3. type "plug" without quotes in the blue search box

EXPECTED: the main container doesn't flash a blank, results appear immediately (less than 100ms) - e.g. like on chrome://history
OBSERVED: the main container blanks out, results appear after half a second or more

Judging by the timeline profiling in devtools, ~90% of time the code waits for something, probably some settings back-end initialization. Anyway, it looks really awkward in 2017 on a fast desktop PC (i7 3.9GHz 32GB RAM, SSD).

Search seems to be working reasonably fast. Some flashing still occurs, but that is tracked by issue 651573.
