Consider triggering exit_on_context_lost on more platforms

Issue description

Currently exit_on_context_lost is enabled on Windows and Mali-4*. This restarts the GPU process when KHR_robustness reports a problem.

We should consider enabling it on more platforms for more robust cleanup of potential driver state issues.

@kainino: is there anything actionable here? I'm not sure if anything specific warranted filing this. Otherwise, feel free to close.

I don't remember there being any particular reason I filed this. It is possible that I saw some weird driver state issues while running WebGL 2.0 conformance tests and someone suggested that it might help. At this point I'm not particularly concerned about it.
