GTK+ theme does not have dark toolbar in incognito

Issue description

From bug 607338 comment 24, the report is that an incognito window is no longer using the dark toolbar.

I can't repro on Windows.  Wondering if this is Linux-only, GTK-theme-specific, or similar.

+CC some theme-knowledgeable people.

You could make a theme that has a light toolbar. But otherwise it should still be dark as far as I'm aware. I don't see it on Windows either.

I took the screenshot on Goobuntu 14.04 201702TD1, with Chrome "Version 56.0.2924.87 (64-bit)" and the default theme.

"Use system title bar and borders" is checked, but it makes no difference.

Actually, "Use Classic theme" has a dark incognito toolbar, and "Use GTK+ theme" has a light incognito toolbar.
Summary: GTK+ theme does not have dark toolbar in incognito (was: Not using dark toolbar in incognito)

gtk theme mode is like a custom browser theme; we try to tweak the colors a little for incognito but we don't use the fully dark theme that a classic theme gets.
