Obsolete and current metrics are mixed in histograms.xml

Could we split histograms.xml into 2 files, one containing current histograms, and the other containing obsolete ones?

It would make skimming through histograms.xml somewhat easier.

Not high priority, but I think this would make it a fair bit easier to audit metrics. For example, right now I'm trying to make sure all the current input metrics have appropriately assigned owners, but half the metrics are obsolete, which makes it a bit painful.
