Network section timing waterfall TTFB and download time are interchanged

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. open dev tools, disable caching
2. load any website and inspect timing details in Network section
3. 

What is the expected behavior?
TTFB is normally much shorter than the download time - isn't it?
At least this was my impression one week ago (2017-02-09)

What went wrong?
Now TTFB is much longer than the content download time.

Did this work before? Yes on day 2017-02-09 I don't know the version at this time

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

 
As I said: TTFB is normally much shorter than the download time - isn't it?
I meant i.e. big static files like images

As far as I know, there are various factors that make it possible for TTFB to be longer than download time.  These docs should explain more:
https://developers.google.com/web/tools/chrome-devtools/network-performance/reference#timing

Assigning allada@, who has more knowledge.  If there is a reproducible bug, please feel free to reply.
