Cannot detect CTRL+SHIFT+E keyboard shortcut from script

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. visit http://output.jsbin.com/pigowehifi 
2. press Ctrl+Shift+E
3. expected: alert with "PASS"

Chrome: Repro
Edge: No Repro
IE: No Repro

What is the expected behavior?
alert with "PASS"

What went wrong?
no alert (nothing happens on hotkey press)

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 56.0.2924.87  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

This impacts Microsoft Office Online. We may have to disable this feature for Chrome users if this bug isn’t fixed.

Also, the repro case code compares event.key to "e" but actually "E" is sent because Shift is pressed. See the specs [1].

However, I can't repro the bug unless I install Tampermonkey or other extension that adds Ctrl-Shift-E. The shortcut keys may be disabled or customized on chrome://extensions page in browser settings.

The underlying problem is that Chrome doesn't provide a user-friendly way to see and customize those hotkeys. Currently the feature is deeply buried [2] and hardly undiscoverable, there's also no indication of hotkeys being used by an extension in the list of installed extensions on chrome://extensions page, there's no "customize shortcuts" link in the extension toolbar icon rightclick menu (it might have been shown at least in case the extension has a hotkey).

Tested in chrome # 56.0.2924.87 and Canary #58.0.3013.0 on win 10.0 and 7 and not getting the alert with pass.Please find the screen shots for your reference.
Steps followed:
1.Added Tampermonkey extensions and enable the shortcut key in chrome://extensions page.
2.Navigate to above URL in comment#3
3.press Ctrl+Shift+E

Could you please let me know if i have missed anything and if possible, provide us with a sample steps of the issue which would help us to triage the issue further.

Note: Same behavior observed in older version(M30 - M58)
