Extension Icon Notification Numbers Rounding

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:

0. Pre-requirements:
iMac (21.5-inch, Late 2012)
macOS Sierra 10.12.3 (16D32)
Chrome 56.0.2924.87 (64-bit)

1. Download a Chrome extension that shows notifications on the extension icon on a bookmarks bar. For example, Exchange Rate Monitor extension.

2. Extension often updates its icon text with current exchange rate. There are decimal numbers like 4.0726 rounded to "4.0..." instead it can be shown as "4.07" which has enough information to understand current exchange rate on the extension icon.

3. Same applies to bigger decimals like bitcoin exchange rate extensions. The icon text for the decimal value of 1010.12 USD is shown as "10...". Instead it will be much clear to see and understand rounded value, for example "1010". Because cents doesn't matter if there is no room for details on the icon.

What is the expected behavior?
Apply rounding to decimal numbers on extension icon text

What went wrong?
Extension icon text shows many dots instead of rounded decimal which is useless in terms of notifying user with proper information (by using the extensions icon that is visible always in the bookmarks bar).

Tested in chrome stable #56.0.2924.87 and canary #58.0.3013.0 on Mac 10.12.3 and able to reproduce the issue.

You are probably looking for a change made after 392048 (known good), but no later than 392056 (first known bad).
