chrome://physical-web WebUI page should maintain an active Foreground Nearby Subscription when visible

Related to  issue #692111 , we would like the WebUI page to be actively scanning for nearby beacons whenever open.  This is very useful for users when walking around a space, or for deployers when testing or demoing the product.
