Add tags that describe system health stories

We want to add tags that describe system health stories to:
1) Keep track of which areas we already have coverage for
2) Enable different teams in Chrome to reuse the stories that have coverage that they most interested in.

Add Javascript-Heavy tags for system health stories with heavy uses of JS

These stories use 20Mb+ memory for javascript. Local run with "v8"
category enabled also shows their traces have js slices across the whole
run.
