external/wpt/selection/ tests failing on Windows and Linux

The tests started failing after this CL: https://codereview.chromium.org/2692793005 which removes the NeedsRebaseline annotation for these tests.

Let me re-add it. As it seems that the automatic rebaseline has failed, I'll add 'NeedsManualRebaseline'.

Re-add a rebaseline annotation to some wpt/selection/ tests.

The annotation was removed in https://codereview.chromium.org/2692793005
and the tests are now failing again.
