Steps to reproduce:

 1. Launch chrome and sign in to chrome.
 2. Tap on tab switcher 
 3. Scroll through the synced devices.
 4. Scroll to incognito tab and close all the incognito tabs.
 5. Scroll through the synced devices.

Observed results:
Tabswithcer icon disappears on closing incognito tab.

Expected results:
Tab Switcher icon should be displayed
