Focus is lost after clicking within import bookmarks and settings overlay.

Chrome Version : 58.0.3012.0 (Official Build) 66847e854d3acd13965764bcbc72d38f455c463c-refs/heads/master@{#450199} 32/64 bit
OS : Windows (7,8,10), Mac(10.12.1, 10.11.6, 10.12), Linux(14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://md-settings/importData
(2) Click on anywhere within overlay then hit Enter key and observe.

Actual: Focus is lost after clicking within import bookmarks and settings overlay.

Expected: Focus should not lost.

This is a non regression issue, seen from M-56 series (56.0.2921.0).

Above issue is on chrome://md-settings/importData overlay and Issue 691539 is related to sign in and also Mac OS specific.
