NTP omnibox contents jump by ~1px when expanding / focusing

Steps to reproduce:
1) Open a New Tab
2) Scroll the search box upwards until it starts to expand

Observed:
The text and icons in the omnibox jump vertically by a small amount when the expansion starts (the ToolbarPhone omnibox is visible instead of the NewTabPageLayout one).

I suspect this is no longer an issue since we've made a lot of updates in this space for Modern. Please re-open if this still reproduces on a newer version of Chrome.
