Regression: Text on 'More actions' menu gets selected instead of opening context menu after long tap/touch on page

Chrome Version:58.0.3012.0 (Official Build) 66847e854d3acd13965764bcbc72d38f455c463c-refs/heads/master@{#450199}(32/64-bit)
OS: Windows 10

Steps:
1. Launch Chrome and navigate to chrome://downloads
2. Tap/touch on 'More actions' icon and long tap/touch on page and observe

Actual: Text on 'More actions' menu gets selected instead of opening context menu after long tap/touch on page

Expected: 'More actions' menu should be closed and context menu should be open after long tap/touch on page

This is a Regression issue broken in M-58,will soon update other info.

Good build:58.0.2992.0 
Bad build:58.0.2993.0 

This is touch device specific issue, same works fine via mouse click
