Regression: On changing browser language to Hindi, 'View site info' bubble text does not get translated.

Issue descriptionChrome Version: 58.0.3012.0 (Official Build) 66847e854d3acd13965764bcbc72d38f455c463c-refs/heads/master@{#450199} (32/64-bit) OS: Windows (7,8,10) What steps will reproduce the problem? 1) Launch chrome, go to chrome://settings and click on 'Show Advanced settings'. 2) From 'Language' section, change the browser language to 'Hindi' and restart the browser. 3) Click on 'View site info' button in omnibox and observe the bubble text. Bubble text does not get translated to Hindi. Bubble text should get translated to Hindi. This is a Regression issue broken in M-58, will soon update other info Manual bisect: Good build: 58.0.3011.0 Bad build: 58.0.3012.0 Note: Issue is not seen on Mac and Linux OS.

The strings were updated about a week ago, and I think there is a delay until they get fully translated after the string freeze (which I don't think has happened yet). So I'm not sure if this is a bug? Can we close this and reopen if it still happens after the string freeze?

With response to comment #5: Above issue is not reproducible on latest Canary 58.0.3021.0 and is working as intended.
