Regression:Content is seen chopped while adding other search engine in md-setttings

Chrome Version: 58.0.3012.0
OS: Ubuntu(14.04)

What steps will reproduce the problem?
(1)Launch chrome, navigate to chrome://md-settings->manage search engines
(2)Click on add link in other search engines section and observe


Actual Result:content should not be chopped in overlay
Expected Result: content in the overlay is seen chopped 

This is a Regression issue broken in M-58


Note: will provide the bisect info and windows behaviour soon.

Manual Bisect info:

Good Build:58.0.3010.0
Bad Build:58.0.3012.0

issue is not seen in windows os

Able to reproduce the issue on Mac 10.12.2 using chrome version 58.0.3012.0

Note:Issue is able to repros for fresh install of chrome /fresh profile
