Regression:"Learn more" text does not appear proper in chrome://md-settings

Chrome Version:58.0.3012.0 (Official Build) 66847e854d3acd13965764bcbc72d38f455c463c-refs/heads/master@{#450199}(32/64-bit)
OS : Mac(10.12.1, 10.11.6, 10.12), Windows(7,8,10),(Linux 14.04)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/clearBrowserData
(2)Observe the "Learn more" text.(Kindly refer the video)

Actual result:"Learn more" text does not appear proper i.e it appears misaligned.

Expected result:"Learn more" text should appear proper.

This is a Regression issue broken in M-57,will soon update other info.

Good build:57.0.2980.0
Bad build:57.0.2981.0

Using the per-revision bisect providing the bisect results,
Good Build -- 57.0.2980.0 (revision : 443474)
Bad Build  -- 57.0.2981.0 (revision : 443771)

You are probably looking for a change made after 443483 (known good), but no later than 443484 (first known bad).
