Regression: Manage your android preferences link is seen missing in chrome://md-settings/androidApps page.

Issue description

Chrome Version: 58.0.03007.0/9281.0.0 dev-channel Minnie
OS: Chrome

What steps will reproduce the problem?
(1)Launch chrome>> Navigate to chrome://md-settings/androidApps page and Observe for Manage your android preferences link 

Expected: Manage your android preferences link should be seen in chrome://md-settings/androidApps page.
Actual: Instead, Manage your android preferences link is seen missing.

This is regression issue as Manage your android preferences link is seen in 58.0.3006.0/9265.0.0 dev-channel veyron_minnie

I would have thought that if "Enable Google Play Store on your chromebook" is disabled "manage your Android preferences" being hidden should be expected
Even on enabling 'Enable Google Play Store on your chrome book' 'manage your Android preferences' link is not seen.

Works as expected in 58.0.3011.3; the entry only appears after the Android opt-in flow has been completed though.
