Regression: Device frame is not visible for selected device in Dev tools.

Issue description

Chrome Version: 58.0.3011.4 Revision cbc1a58b7a6c175c7575e5a80f9554f21d4a55bc-refs/branch-heads/3011@{#7}
OS: Mac (10.12.1,10.11.6)


What steps will reproduce the problem?
(1) Launch chrome, open NTP and then dev tools window.
(2) Click on Toggle device toolbar icon, then select device (eg.Nexus5X, iPhone5)
(3) Then click on Show device frame option from 'More options', observe

Actual: Device frame is not visible for selected device.

Expected: Device frame should be visible for selected device.

This is a regression issue broken in 'M58' and will soon update the other info



Note: Issue is not seen on Windows and Linux OS.

You are probably looking for a change made after 435574 (known good), but no later than 435575 (first known bad).

My change is not related.

I am also unable to repro in Mac canary 58.0.3012.0 (MBP retina mid 2012).

@pfeldman can you take a look or route as needed?

Unable to reproduce this issue on Windows 10, Ubuntu 14.04 and Mac 10.12.3 with chrome #58.0.3018.0
