Regression : Unnecessarily 'Right to left' option gets checked in 'writing direction' in devtools.

Issue description

Version: 58.0.3011.1 f4bec41a019c2bd7ffbdbfe61d16b96d13c2e6c6-refs/branch-heads/3011@{#1}
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now go to 'Console' section and right click to open context menu and go to 'Writing direction'
3. Now change 'Writing direction' to 'Right to left' and observe the cursor position 
4. Now again perform step 2 and observe 

Actual: Unnecessarily 'Right to left' option gets checked even when cursor direction doesn't change  
Expected: Unnecessarily 'Right to left' option should not get check when cursor direction doesn't change or else cursor direction should change. 

This is regression issue, broken in ‘M 55’ and will soon update other info :

Using the per-revision bisect providing the bisect results,
Good Build -- 55.0.2862.0  (revision : 419063)
Bad Build  -- 55.0.2863.0  (revision : 419330)

You are probably looking for a change made after 419304 (known good), but no later than 419305 (first known bad).

@einbinder -- Gentle remainder. Just to update, the issue is still reproducible on Latest Chrome# 58.0.3017.0.
Could you please look into the issue and update.

Status: WontFix (was: Assigned)
The rest previous behavior wasn't great either. Ideally writing direction and spelling wouldn't be options, but as it stands the current behavior is expected.
