Determine whether WebAPKs loading Chrome code via reflection is wasting lost of disk space

According to agrieve@, loading Chrome's dex via reflection causes Chrome's optimized code (.odex, .oat) to be stored in a way which consumes more memory.

Verify whether this is true

Note: Since webview already does this, on N+ we will already be paying this cost due to Monochrome. On L and M, all apps have a 3x odex, so there may actually be nothing to save here anyways.
