What steps will reproduce the problem?
(1) Launch Chrome and Navigate to chrome://flags
(2) Navigate to Enable material design settings
(3) Disable this flag and relaunch Chrome  --- This is to ensure material design view is not enabled
(4) Navigate to chrome://settings
(5) Scroll down to Passwords and Form > Manage Passwords
(6) You see button to export passwords
Repeat above steps with Material design enabled. Export button is missing.

What is the expected result?
User should be able to export passwords in Material design settings UI

Export button is missing for Material design settings UI
