"Your connection to this site is not secure" string should be different for data: URLs |

Issue descriptionThere is no network connection being made, and the URL doesn't point to a site, so the string should say something like "This page is not secure" instead.

Why change it to "This page is not secure" if no network connection is being made in the first place? What makes the page insecure if no network connection is being made?
