I can create children in a custom element constructor

Issue description

Chrome Version: M55, M58
OS: Mac (but probably the rest too)

The spec says you can't gain children in the constructor (https://html.spec.whatwg.org/#custom-element-conformance), but you seem to be able to via innerHTML and appendChild and I don't thiiiiiiink it should?

What is the expected result?
You get 2 inputs as children

What happens instead?
You probably shouldn't get any children, unless I am misreading the spec which is a valid likelihood. :)

Thanks for filing this bug report. We did have issues in M55, which we fixed, and I believe M58 is working but I'd love specific details to the contrary.
