[Panther] Sometimes chrome crashing after entering into mirror mode.

Issue description

Chrome Version: 9202.25.0
OS: Chrome
Device: Panther

What steps will reproduce the problem?
(1) Sign in to the device.
(2) Plug in two external monitors.
(3) Switch between modes ( Extended and Mirror)
      Use "Ctrl + F4" to switch between modes.

What is the expected result?
Device should not crash.

What happens instead?
Chrome crashing after entering into mirror mode.

Note: This issue is not consistent.

It seems like it. In ui.log I see:

That is the same problem we had with  crbug.com/687290 ; marking this bug as duplicate.
