Issue descriptionChrome OS 56.0.2924.87 beta (64-bit)) What steps will reproduce the problem? (1) Have a chromebook with multiple users setup on it. (2) Login to the primary user and open up a few heavy memory usage tabs like inbox, drive etc. (3) Login to a secondary user and open a few tabs there of inbox, drive (4) Switch back to the primary user (5) You should see the Ui elements in inbox and all other websites jumping up and down. What is the expected result? Nothing changes What happens instead? See two attached videos

Also reported in https://code.google.com/p/chrome-os-partner/issues/detail?id=62704. I've closed the partner issue and redirect here. Strongly suspect something triggered by either an extension or an experiment as .87 has been in verification for quite a while now and this issue just popped up today.

Has anyone seen this recently? I'm tempted to mark it as obsolete, but given the slightly involved repro steps & memory pressure, I'm not sure. Thoughts?
