callee/caller access not throwing an error inside of strict mode

Issue description

Chrome Version       : 56.0.2924.87
OS Version: 10.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari 10: Pass
  Firefox 51: Pass
     Edge 15: Pass
     Chrome 55: Pass

What steps will reproduce the problem?
1. open https://output.jsbin.com/soroweh
2. the background should be green
3. it is red

What is the expected result?


What happens instead of that?


Please provide any additional information below. Attach a screenshot if
possible.

The new callee behavior is correct.
It was changed at ECMAScript September 2016 TC39 meeting:
https://bugs.chromium.org/p/v8/issues/detail?id=5535

Looks, from the above bug, that this was changed in https://chromium.googlesource.com/v8/v8.git/+/dfcd54568216243fd666d282f7cb354d1c8728d3

So WAI, OK Patrick?
yep! should have checked edge es spec, not latest published.
