Control clicking the refresh button doesn't open the current page in a new tab

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Middle click the back button. Note that the previous page opens in a new tab.
2. Control click the back button. Note that the previous page opens in a new tab.
3. Middle click the refresh button. Note that the current page opens in a new tab.
4. Control click the back button. Note that the current page refreshes instead of opening the current page in a new tab.

What is the expected behavior?
Control clicking the refresh button should open the current page in a new tab.

What went wrong?
Control clicking the refresh button should open the current page in a new tab, similar to how the forward and back buttons work.

Middle clicking the refresh button does this, but control clicking it does not. This is inconsistent with the forward/back buttons, which correctly open a new tab in both cases.

This is not a regression - Chrome has always behaved this way. Firefox exhibits the correct (consistent and accessible) behavior.

As a Firefox user, I've previously lost data by doing this, because I accidentally refreshed the page when I was wanting to open the page in a new tab.

Able to reproduce the issue on Windows-10, Windows-7,Linux Ubuntu-14.04 using chrome stable version 56.0.2924.87, canary 58.0.3012.0 and reported version 55.0.2883.87 with the steps mentioned above.
This is non-regression issue,observed from M30# 30.0.1550.0.
Marking it as Untriaged to get more inputs from Dev team.
Note: Issue not observed in Mac(command+clicking refresh button).
