Steps to reproduce:
  1. Turn on Voice over
  2. Open app, and close all tabs that might be open
  3.  Tap on the Incognito tabs, Open tabs, other devices banner, and swipe up or down to navigate from one to the other

Observed results:
No accessibility labels are spoken at all
