Autofill should be available in captive portal window

Chrome Version: 56.0.2924.89 beta
OS Version: 9000.83.0

What steps will reproduce the problem?
1. Connect to captive portal network (for which you have autofill credentials)
2. Click the captive portal notification
3. Try to trigger autofill in the captive portal window that pops up (eg. press <down> key)

What is the expected result?
Autofill works in captive portal window

What happens instead of that?
Autofill can't be triggered.

possible.

+others - If anybody finds themselves looking into captive portal UI / issues, this would be a good one to investigate at the same time.
