Significant slowdown of boottime -- takes ~60 seconds

Issue description

Google Chrome	57.0.2987.32 (Official Build) beta (64-bit)
Revision	0
Platform	9202.18.0 (Official Build) beta-channel stumpy

What steps will reproduce the problem?
(1) press the power button

What is the expected result?
boot within ~15 seconds

What happens instead?
It took ~55 seconds on the "Chrome" splash screen. The login screen is visible after ~60 seconds.

I'm not sure if this is platform side or UI side, but either way, 1 minute to boot sounds really bad.

mukai@ told me that he already submitted a feedback report (with his @google.com email address,) so please check it and triage. I don't seem to have access to stumpy reports.
