I'm adding a high-level bug for the swarmed desktop bots. There are several smaller issues blocking getting them working correctly, so adding those as blockers to make it easier not to conflate different tasks. Stephen, we're going to add individual bugs blocking this for various expired tasks problems, and feel free to dupe the blockers as makes sense to you.
