Have PG snap to most recent version of CL on CQ button press.

Issue description

When one is viewing an older version of a CL (by accident say) and one presses the CQ button, PG correctly fires up the CQ on the latest version. That is correct behavior but it might also be good to automatically switch the viewer to show the latest version of the CL.

I got in this situation and was confused about why the CQ didn't seem to be firing.

rmistry: do you think it would be easy for clicking the DryRun or CQ buttons to also switch the page to show the latest patchset?

I think this wouldn't be *too* confusing to the user, since they have to be scrolled all the way to the top to click the button.
