[DevTools]'Clear site data' button is still clickable after unselecting all the checkboxes.

Chrome Version: 58.0.3011.0 (Official Build) cc78776e3214ce8cd60288796a20baf7f98e7b52-refs/heads/master@{#449903} 32/64-bit
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, open DevTools window and go to 'Application' tab.
2. Click on 'Clear storage' option under 'Application' section at LHS.
3. Uncheck all checkboxes under 'Clear storage' section and observe 'Clear site data' button.

'Clear site data' doesn't get disabled after unchecking all the checkboxes.
'Clear site data' button should get disabled after unchecking all the checkboxes.

This is a non-regression issue, seen from M-52 series (52.0.2730.0)
