Regression:Unnecessary break point activates while scrolling in sheets.

Issue description

Chrome Version: 58.0.3010.0 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and login with valid credentials.
(2)navigate to the sheets and open a sheet and press f12-->network tab
(3)stop the recording and start recording and press f5 and scroll the sheet and observe(refer video).

Expected: focus of devtools should stay in the network tab .
Actual:Instead focus of devtools is not in the network tab.

This is a regression issue broken in M-58.

You are probably looking for a change made after 448227 (known good), but no later than 448228 (first known bad).

Unable to find the suspect from the above log, Could anyone please look in to this issue and assign it to the concerned owner

Still we are able to reproduce the issue on latest Canary#58.0.3017.0 on Windows7,Linux Ubuntu 14.04 & mac 1012.2.
Could anyone from dev team ,please look into this issue @ update the thread.

Able to reproduce this issue on Mac 10.12.3 with chrome dev #58.0.3024.0, 
Since it has a release block-stable label , Could anyone from dev team will provide an update the issue.

Not able to repro the issue in latest 58.0.3029.19 Dev.
