Regression:Focus is lost once tab key is press after close button for permission overlay.

Chrome Version: 58.0.3011.0 (Official Build)Revision cc78776e3214ce8cd60288796a20baf7f98e7b52-refs/heads/master@{#449903} (64-bit)
OS:Mac (10.12.1,10.11.6)

What steps will reproduce the problem?
(1)Launch chrome and Login into browser with valid credentials.
(2)Create a new user and login with same credentials such that permission overlay appears.
(3)Now press 'tab' key and observe.

Actual: Focus is lost once tab key is press after close button for permission overlay. 

Expected: Focus should traverse to learn more link after close button once tab key is press.

This is a regression issue broken in 'M55' and below is the manual regression range:
Good Build: 55.0.2883.6
Bad Build:  55.0.2883.11

Note: Issue not seen on Win & Linux OS.

Using the per-revision bisect providing the bisect results,
Good build: 55.0.2883.6 (Revision: 423768).
Bad build: 56.0.2884.0 (Revision: 424021).

You are probably looking for a change made after 423786 (known good), but no later than 423787 (first known bad).
