We are able to repro this issue on Chrome Stable:56.0.2924.87 but not on Chrome Stable: 55.0.2883.91 Device: Samsung Galaxy S6 Edge(SM-G925T)/MMB29K, Galaxy Note 4(SM-N910T3)/LMY47X. And i will provide the bisect soon

Probably related to inert-virtual-viewport which went live in 56: https://www.chromestatus.com/features/6241601772847104 .  Not sure we can/should take any action though.

We are not able to provide Exact Bisect Info because in few builds its giving the error like "your Connection is not Private".So unable to Proceed further to check whether it repros on those Builds or not 
Issue is not repro on Chrome Stable:55.0.2883.91 But reproducible on Chrome Stable:56.0.2916.3

This appears to work in Safari because they show the URL bar more aggressively which we'd like to avoid. The page should update its layout to either use position: fixed or read window.innerHeight.

I'll note the breakages we find but this is the first I've seen and the change has been live in stable for over a week so it seems it isn't affecting many pages. Absent a large scale issue I don't think we'll do anything here.
