Checkbox for chrome://flags/#permission-prompt-persistence-toggle is clipped under Harmony

Chrome Version       : 58.0.3004.3

The "Remember my decision" checkbox that appears when chrome://flags/#permission-prompt-persistence-toggle is enabled (by that flag or the Finch experiment) is clipped under Harmony (see attached). This needs to be resolved/fixed before that UI rolls out to desktop.


What steps will reproduce the problem?
1. chrome://flags/#permission-prompt-persistence-toggle and chrome://flags/#secondary-ui-md enabled
2. https://permission.site -> Location

What is the expected result?

No clipping


What happens instead of that?

Clipping

http://cs/PermissionPromptUIViewsCanaryDev.json should also be updated to reference a launch bug that isn't Closed/WontFix :)

BTW this checkbox is not being released so this isn't a blocker on anything.
