[Feature Request] Restore devtool workspace treeview position after page refreshing

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
0. enable `Automatically reveal files in navigator` in devtool setting panel `Preference` tab
1. add folders to devtool workspace
2. open and edit a file, now the treeview navigator is located and focus the current editing file
3.  refresh the web page
3. the treeview if not focus the editing file any more.

What is the expected behavior?
the editing file should be keeping focused.

What went wrong?
the remote index file of the webpage is focused

Did this work before? N/A 

Chrome version: 56.0.2924.87  Channel: stable
OS Version: OS X 10.12.2
Flash Version: Shockwave Flash 24.0 r0

Since we can use devtool as IDE, making the treeview keep focus the working file make sense, especially when the working folder contains so many files.

This doesn't happen with the new Persistence 2.0. The are no longer static files in the network navigator, so it is always right to focus the main resource after a refresh.
