Regression: Suggestionlist appears chopped in console of devtools

Issue description

Chrome Version: 58.0.3010.0 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1)Launch chrome and open devtools on any page >> Dock it to bottom 
(2)Now type something until you reach bottom of console >> Now hit any letter [say "g" and observe suggestion list

Expected: Suggestion list should be fully seen.
Actual:Instead suggestion list is seen chopped.

This is a regression issue broken in M58. Will provide bisect info soon.

Able to reproduce the issue on Mac 10.12.3 using 58.0.3010.0.
Added ReleaseBlock-Stable as its a recent regression, please modify if not appropriate.
