Regression : Cursor disappears after resizing devtools window in console section of devtools.

Version: 58.0.3010.0 b0d6dc9fc0c9ad8b4944fa48125ad5bcf3f29146-refs/heads/master@{#449855}
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now go to 'Console' section and type any text in 'Filter' text box.
3. Now resize devtools window from LHS to RHS and observe cursor in 'Filter' text box.

Actual: Cursor in 'Filter' text field disappears after resizing devtools window 
Expected: Cursor in 'Filter' text field should stay after resizing devtools window 

This is regression issue, broken in ‘M 58’ and will soon update other info :
Good build:58.0.2998.0

Cursor does appears but the position or focus shifts to the beginning of the text in the filter box once resize operation is performed. Using per bisect revision, below is the bisect information obtained:
