Go to https://www.producthunt.com/ and open a few links in background tabs.

Accept/Deny/Dismiss the first prompt on the home page, and then switch to background-tab-n, and see Chrome asking again.

Instead, all in-progress prompts should be cancelled when a decision is made on any tab.
