testsafebrowsing.appspot.com has a section for permissions blacklisting. It currently expects all the permission requests there to be blocked.

It should instead also have permission requests that succeed, so we know that the blacklisting is only affecting the blocked permissions.

This can be accomplished by requesting a permission that is not on the blacklist.
